Job Description & Responsibilities
VITL is seeking an experienced Business Analyst to be the bridge between our business stakeholders and our technology teams. We are seeking candidates who share our values and believe in VITL’s mission, who will listen, synthesize and summarize stakeholders’ needs into cogent formats to support our systems development projects.
This role will create clarity from ambiguity to drive project scoping and support execution and delivery through gathering, translating and documenting essential business and clinical requirements with attention to interoperability, data quality, and compliance guidelines. This is a Business Analyst–first role with embedded delivery and coordination responsibilities. The Business Analyst owns the integrity of requirements from conceptualization and elicitation through implementation, influences planning and sequencing decisions, and ensures initiatives are well-scoped, feasible, and aligned with VITL’s strategic goals. The ideal candidate will have meaningful experience with healthcare data standards, particularly HL7 FHIR, and a deep understanding of the clinical workflows that both deliver to and receive data from the Vermont Health Information Exchange (VHIE) through a variety of data exchange protocols.
The Business Analyst exercises responsibilities and skills at SFIA level 5 (Skills Framework for the Information Age).
Primary Responsibilities:
Lead complex requirements efforts across internal and external stakeholder groups and systems including VITL operation and clinical data subject matter experts, IT teams, external partners and the State of Vermont HIE team members.
Translate ambiguous or competing needs into clear, prioritized requirements.
Develop and own detailed documentation including Business Requirements Documents (BRDs), Functional Specifications, Data Mapping Documents, and Use Cases.
Define and establish repeatable, analyst-owned processes to support consistent business analysis practices throughout VITL’s project lifecycle.
Work closely with integration teams to define FHIR resource mappings and ensure accurate data transformation and validation.
Support the design and testing of APIs and data interfaces, ensuring alignment with national and state-level interoperability frameworks.
Maintain requirements traceability across the delivery lifecycle and facilitate User Acceptance Testing (UAT), including test planning, test case development, execution, reporting and defect tracking.
Analyze business solutions and incorporate compliance with HIPAA, ONC, and other relevant healthcare data privacy and security regulations.
Provide ongoing support during implementation and post-go-live stabilization phases.

This is an individual contributor role with accountability for establishing, maintaining, and evolving VITL’s business analysis standards, processes, and practices. While the role does not include direct people management, it serves as the functional owner of VITL’s business analysis approach and provides mentorship and guidance to peers, particularly in the adoption of new methods for requirements definition and process management.

Work performed in this position impacts thousands of users of the VITL system across the entire state of Vermont and into bordering states.
The Business Analyst directly influences how effectively VITL delivers on its mission and how well its systems support healthcare providers and patients.
The Business Analyst plays a critical role in ensuring VITL delivers high-quality, interoperable solutions by translating complex business and clinical needs into clear, actionable requirements that guide successful system development and implementation.
The Business Analyst ensures that the right solutions are built correctly and deliver real value, making it a central driver of both operational success and VITL’s mission impact.
The Business Analyst drives alignment across stakeholders, improves project outcomes, and ensures solutions meet regulatory, data quality, and interoperability standards.
Timeline of work assigned is typically days to weeks with some projects lasting several months.

Analyze systems and workflows to identify gaps, risks, and improvements
Support execution across design, build, testing, and implementation phases and collaborate closely with integration and development teams while also providing post-go-live support and stabilization
Ensure delivered solutions meet business and clinical intent
Create clarity from ambiguity in complex environments
Work effectively with clinical SMEs and operational teams
Ensure initiatives are feasible, well-scoped, and aligned to VITL’s mission
Take accountability for quality and success of deliverables

Requirements
Required:
5+ years of experience as a Business Analyst in healthcare IT or clinical data integration projects.
Strong knowledge of HL7 standards, especially FHIR (R4 or later), and experience working with EHR systems (e.g., Epic, Cerner, Meditech).
Familiarity with clinical terminologies such as SNOMED CT, LOINC, and ICD-10.
Proficiency in data analysis and mapping using tools like SQL, Excel, or data profiling platforms.
Excellent communication, documentation, and stakeholder engagement skills.
Experience with Agile or hybrid project methodologies.
Preferred:
Experience working on HIE platforms or public health data exchange initiatives.
Knowledge of TEFCA, USCDI, and other national interoperability initiatives.
Certification in Business Analysis (e.g., CBAP) or Health IT (e.g., CPHIMS, HL7 FHIR Proficiency).
Familiarity with various systems delivery methodologies including waterfall, iterative, and agile SCRUM approaches
