Its mission is to apply law and regulation to balance the interests of citizens, businesses, and customers in regulating Virginia's business and economic concerns and works continually to improve the regulatory and administrative processes.

The SCC's structure is unique in that it is organized as a separate department of government with delegated administrative, legislative, and judicial powers. SCC decisions can only be appealed to the Virginia Supreme Court.

Senior Data Analyst job description

The State Corporation Commission (SCC) is seeking a Senior Data Analyst to join our Health Benefit Exchange (HBE) division. This position offers the unique opportunity to join Virginia’s recently transitioned state-based exchange and will join a growing professional team. The Senior Data Analyst will be responsible for participating in data analysis efforts for the HBE. This will entail performing complex analysis on data from Virginia’s health insurance marketplace to identify, assess, and resolve data discrepancies and to lead the development of reports, data sets, dashboards, and data visualizations. The candidate selected for this position will use data analysis tools to report on key metrics for internal and external stakeholders and present data analysis findings to support decision-making for the division. The Senior Data Analyst will collaborate with senior leadership in the HBE to gather and document business requirements for reports and analytics, will interpret data and information from multiple sources, and will recommend system and process improvements. The Senior Data Analyst will also review platform documentation to understand impacts on data creation and usage. Additional responsibilities will include, but are not limited to, the following: write SQL queries to extract, load, and manage data in a relational database; improve processes and systems to enhance data integrity; improve the understanding of data and analysis across the HBE division; support reconciliations; integrate data from various systems; maintain and implement business processes; interpret statistical and numerical data to assess the performance of the HBE; and other duties as assigned by the division. This position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.

Senior Data Analyst job requirements

Preferred qualifications for this position include considerable professional experience performing data analysis, data reporting, business analysis, and/or systems analysis. A bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related field is preferred. Experience with relational databases, developing SQL, and creating data reports and visualizations with analytics tools such as Excel, Tableau, Sisense, and/or PowerBI are critical for success. Experience with a programming language (such as Python), creating relational database tables, and generating complex load scripts are preferred. An ideal candidate will have exceptional attention to detail, proficiency in common Microsoft Office applications, and the demonstrated ability to collect and synthesize data and information from multiple sources to present complex information in an easy-to-understand manner. Demonstrated ability to take initiative to research, plan, and execute a project is essential. The selected candidate must have strong verbal and written communication skills, the ability to be proactive, and the ability to prepare and present data reports and visualizations. Critical thinking, problem-solving, and analytical skills are essential. A candidate must have the ability to learn HBE business processes and the data that support them, manage competing priorities, and work effectively with a team in a fast-paced environment. The ability to establish and maintain effective working relationships with Commission staff and stakeholders is essential. Experience with data analysis regarding the health insurance industry and/or the Affordable Care Act is considered a plus.
